Almost every Facebook and Instagram Ads problem we inherit from Bangladeshi brands — disapproved ads, disabled accounts, wasted budget, broken Pixel data, iOS 17+ tracking loss — traces back to a Meta Business Manager (now called Meta Business Suite / Business Portfolio) that was set up wrong on day one. This is the exact setup we use in 2026 for Dhaka brands running from BDT 50,000/month to BDT 25,00,000/month in Meta spend. Follow it in order and you'll skip 90% of the account-quality issues most Bangladeshi advertisers hit in year one.
Why Meta Business Manager matters more in Bangladesh than in most markets#
In Bangladesh, Meta accounts get disabled at a materially higher rate than in the US or Europe. The reasons are structural: shared devices, VPN usage, mixed personal-and-business ad accounts, card + bKash payment mismatches, and repeated policy violations from copy-paste creatives. A properly-structured Business Portfolio is your single strongest defence — it separates identity, assets, payments, and access so one bad actor or one policy strike can't take your whole operation down.
A correctly configured Business Portfolio also unlocks features that are effectively required in 2026: Conversions API (CAPI), Aggregated Event Measurement (AEM), domain verification, Meta Verified for business, and iOS 17+ SKAdNetwork attribution. Without them, your cost per result on iOS-heavy audiences (Dhanmondi, Gulshan, Banani, Baridhara) is 30–60% higher than it should be.
Step 1 — Create the Business Portfolio the right way#
Go to business.facebook.com and click Create Account. Use the founder's personal Facebook profile (not a shared one, not a fake one — Meta detects both). Business name must exactly match your trade licence or company name registered in RJSC. Legal name mismatches are the #1 reason BD businesses fail Meta business verification later.
Fill in the business email using a domain-based email (hello@yourbrand.com.bd, not @gmail.com). Domain-email businesses are ~4x more likely to pass verification on the first attempt in Bangladesh. Add your trade licence number, TIN, and BIN in Business Info — these are needed for Meta Verified and for scaling ad spend past BDT 5,00,000/month without account review holds.
- One Business Portfolio per legal entity — never mix two brands in one portfolio
- Personal profile: real name, verified phone, no recent Meta violations
- Business name: exact match to trade licence / RJSC record
- Business email: on your own domain, not Gmail/Yahoo
Step 2 — Business verification (the step 80% of BD brands skip)#
Under Business Portfolio → Security Centre → Business verification, upload your trade licence, TIN certificate, and a utility bill or bank statement with matching business name and address. Documents must be in English or bilingual — pure Bangla-only documents get rejected. If your trade licence is Bangla-only, submit a notarised English translation alongside.
Verified businesses get: higher spend limits, faster ad review, access to lead ads and click-to-WhatsApp ads in restricted categories, domain verification rights, and CAPI Gateway. Unverified businesses in Bangladesh routinely hit BDT 1,00,000/day spend caps that Meta never explicitly announces — you just watch delivery collapse at 11am every day.
Step 3 — Add Pages, Instagram accounts, and Ad accounts as assets#
In Business Settings → Accounts → Pages, click Add → Claim a Page (never 'Request access' for a page you own — claim is stronger). Do the same for Instagram under Accounts → Instagram accounts. Both must be added as Business assets, not personal assets, so admin access survives founder departures.
Create ad accounts inside the Business Portfolio — never link a personal ad account. Set the currency to BDT if you're paying from bKash or a BD card, or USD if you're paying from an international card / Wise / Payoneer. Currency cannot be changed later — pick correctly the first time. Time zone: Asia/Dhaka (UTC+6) for every ad account.
- Pages: Claim (not Request access) for pages you own
- Instagram: connect via Business Portfolio, not via the Instagram app
- Ad accounts: created inside Business Portfolio; currency and TZ locked
- Naming convention: [Brand]-[Country]-[Purpose] e.g. 'DhakaFashion-BD-Prospecting'
Step 4 — Pixel and Conversions API (CAPI) setup#
Install one Meta Pixel per website (never two). Add it via Business Settings → Data sources → Pixels → Create Pixel. Use Google Tag Manager for browser-side install — it's easier to maintain and lets you fire Pixel events from GA4 events without touching site code.
Then set up Conversions API. This is the server-side complement to the browser Pixel and is now mandatory for competitive iOS performance in Bangladesh. The three deployment options for BD brands: (1) CAPI Gateway on AWS if you have devs, (2) Shopify's native CAPI integration if you're on Shopify, (3) Stape.io or Google Tag Manager server-side container for everyone else. Deduplication is critical — every event must fire from both browser Pixel and CAPI with the same event_id, otherwise conversions double-count.
For click-to-WhatsApp campaigns (huge in Bangladesh), enable the CTWA (Click-to-WhatsApp) events dataset. This tracks WhatsApp conversions natively and dramatically improves CBO delivery for lead-gen campaigns.
Step 5 — Domain verification and Aggregated Event Measurement#
Under Business Settings → Brand safety → Domains, add your primary domain and verify via meta tag, DNS TXT record, or file upload. DNS TXT is the most reliable in Bangladesh because most local hosting providers (Exonhost, Hostever, XeonBD) support TXT record editing without issues.
Once verified, go to Events Manager → your Pixel → Aggregated Event Measurement and configure your 8 priority events in ranked order. The default order is wrong for most Bangladeshi eCommerce brands — reorder to: Purchase, InitiateCheckout, AddPaymentInfo, AddToCart, ViewContent, Lead, CompleteRegistration, Contact. This ordering directly controls what iOS 17+ users' conversions are visible to Meta's optimiser.
Step 6 — Payment methods for Bangladesh (bKash, cards, and workarounds)#
Meta officially accepts BD-issued credit cards, debit cards, bKash (via card association), Payoneer, Wise, and international cards for BD ad accounts. bKash direct payment (BDT-billed) rolled out in phases across 2024–2025 and is now available for most verified BD Business Portfolios — you'll see it in Payment Settings if eligible.
Set a primary payment method AND a backup. The single biggest reason BD ad accounts get disabled mid-campaign is a failed payment — bKash daily limits, card blocks on international transactions, or bank holidays. A backup payment method keeps delivery alive while you resolve the primary.
For scaling past BDT 10,00,000/month, we strongly recommend adding a corporate Visa/Mastercard from EBL, City Bank, BRAC Bank, or Standard Chartered as your primary and keeping bKash as backup. Corporate cards clear larger transactions faster and don't hit the daily bKash caps.
- Primary payment: verified corporate BD card OR bKash (BDT-billed)
- Backup payment: second card or Payoneer
- Enable auto-recharge with a threshold (BDT 25,000 recommended)
- Set a monthly spend limit to catch runaway campaigns early
Step 7 — People, roles, and access hygiene#
Add team members under Business Settings → People. Meta's role model is layered: Business Portfolio role (Employee/Admin) governs the whole portfolio; then you grant asset-level access (Page, Ad account, Pixel, Catalog) per person. Never give someone Admin at the Business Portfolio level unless they are a founder or full-time senior media buyer — Portfolio admins can delete the entire business.
Standard Dhaka agency-client structure: client founder = Admin (Portfolio), client marketing lead = Employee (Portfolio) + Admin (Ad account, Page), agency = Employee (Portfolio) + Advertiser (Ad account) + Editor (Page). This keeps ownership with the client while giving the agency execution power.
Step 8 — Catalog setup for eCommerce and F-commerce#
Under Business Settings → Data sources → Catalogs, create one Catalog per store. For Shopify or WooCommerce, use the native app integration — never manual CSV, which breaks constantly. For F-commerce brands still on Facebook Shops with manual inventory, use Meta's Commerce Manager sheet template and refresh weekly.
Enable dynamic ads (DPA) for prospecting and retargeting. Well-configured DPAs consistently outperform manual carousels by 40–70% on ROAS for Bangladeshi apparel, electronics, and beauty brands. Connect the catalog to your Pixel so ViewContent, AddToCart, and Purchase events auto-map to catalog IDs.
Step 9 — Brand safety, blocklists, and security#
Enable two-factor authentication for every admin — Meta enforces this for Business Portfolio admins in 2026 anyway, but do it proactively. Set up login alerts for the Portfolio and every ad account. Configure Business Suite notifications to send to a shared email inbox, not just one founder's personal Gmail.
Add trusted business partners (your agency, your dev shop, your accountant) using Partner Business Manager, not by adding their personal profiles. This creates a clean audit trail and lets you remove access in one click when a contract ends.
Step 10 — Meta Verified for Business (worth it in Bangladesh)#
Meta Verified for Business launched in Bangladesh in mid-2025 at ~BDT 2,500/month per Business Portfolio. It gives you: verified badge on Page and Instagram, priority support (real humans in ~24 hours, not chatbots), account monitoring for impersonation, and enhanced protection against account takeovers.
For any Dhaka brand spending BDT 3,00,000+/month on Meta, Meta Verified pays back on the first prevented disablement. We've had four client accounts saved in 2025 alone because Meta Verified support restored access within hours where standard support took 3–6 weeks.
Common Bangladeshi Meta Business Manager mistakes we fix weekly#
Six patterns that cause 80% of BD account issues: (1) mixing personal and business ad accounts in one Portfolio, (2) claiming Pages via 'Request access' instead of Claim, (3) running two Pixels on the same site, (4) skipping domain verification, (5) using a Gmail as business email, and (6) giving the agency Portfolio-admin access. Audit for all six on day one and revisit quarterly.
A properly set up Meta Business Manager is the single highest-ROI hour a Bangladeshi advertiser can invest. Get the Business Portfolio structure right, verify the business, install Pixel + CAPI, verify your domain, rank your AEM events, wire BD-friendly payments with a backup, keep access clean, and enable Meta Verified once you're spending seriously. Do this in order and you'll skip nearly every account-quality issue that plagues Dhaka advertisers.
Questions Dhaka founders ask us
Is Meta Business Manager free for Bangladeshi businesses?
Yes — Meta Business Manager (now Meta Business Suite / Business Portfolio) is completely free to set up and use. You only pay for ads. Meta Verified for Business is an optional paid tier (~BDT 2,500/month in Bangladesh) that adds a verified badge and priority support.
Do I need business verification for Meta Ads in Bangladesh?
Yes for anything beyond basic spend. Unverified Bangladeshi Business Portfolios routinely hit ~BDT 1,00,000/day spend caps and get restricted from lead ads, click-to-WhatsApp in some categories, and CAPI Gateway. Verification unlocks higher limits, faster review, and stability.
Can I use bKash to pay for Facebook Ads in Bangladesh?
Yes — bKash direct BDT-billed payment for Meta Ads is available to most verified Bangladeshi Business Portfolios in 2026. You'll see it in Payment Settings if eligible. We recommend a corporate BD card as primary and bKash as backup once monthly spend exceeds BDT 5,00,000.
What's the difference between Meta Pixel and Conversions API (CAPI)?
Meta Pixel tracks conversions from the browser; Conversions API sends events server-to-server. Both are needed in 2026 — browser tracking is blocked by iOS 17+ privacy, ad blockers, and 3rd-party cookie loss. CAPI recovers 25–40% of lost conversions on Bangladeshi iOS-heavy audiences.
Why do Bangladeshi Facebook ad accounts get disabled so often?
The top four causes are: personal-and-business account mixing, unverified businesses running restricted-category ads, failed payments (bKash daily caps or card blocks), and repeat policy violations from copy-paste creatives. A properly structured Business Portfolio with Meta Verified reduces disablement risk by ~80%.
Do I need domain verification for Meta Ads in Bangladesh?
Yes — domain verification is required to rank your Aggregated Event Measurement (AEM) events, which controls what iOS 17+ conversions Meta sees. Without it, iOS delivery collapses. Verify via DNS TXT record — the most reliable method for Bangladeshi hosting providers.
